This map is looking nice. A few things though:

I think the flag should be replaced for a title. Maybe the flag could be incorporated into the title, but made smaller.

I'm not a fan of the texture for the continents, but if you stick with it I feel it should be toned down.

The text font is a little dull, could you try different fonts or at least work on giving it some shadows, outline or something just to liven it up a bit?

Gameplay looks tight though, I have no problems with the map when it comes to playability.

I really dont see a problem with the legenda

And the idea of the red in the 2 continents in the buttom is a kind of flag from top to buttom

Use the normal flag, don't use this one.

Well lets see...

I might be able to live with the texture in the ocean and the land, but not much else.

The colors seem oddly toned, maybe look into different shades.

Get rid of the deep black lines that cut into the ocean and the land, they are unprofessional looking.

Consider making a legend that is more visually appealing, as of right now it isn't eye catching.

Look into a few different and unique fonts. These are plain and simple.

Try using a light/soft brown for the non-playable area surrounding the gameboard. I think it'd work better perhaps than grey. Or maybe even a green might work.

Beyond these old ones, some new:

New font, as people said.
Ocean darker, but not as much as before...
Brings back the old moon texture to surrounding areas (I like it) or try a new one (this one is terrible).

About playability:
Connect Friesland and Ameland instead of Groningen and Schier, so not all Noord territories are border ones. And so, adjust bonuses to 2... And if Noord is 2, Wadden should be 3 at least (and Zeeland too).
Utrecht and Holland bonuses are too high. Holland could be 5... but Utrecht is surely a 2, or maybe even 1. Remember that someone can begin the game with it, or can be the first guy to play, have one of those 2 territories and have some troops connected, so no one can break it... 2 territories, bonus of 3 is crazy!

Wow this map is looking great. I love it! However I am not convinced with the new font. I think you can find something better and more legible.

Maybe you should change the name of a few territories with different fonts and leave them there for comparison so that people voice their opinion.

Another thing, I preferred the regions when they were all the same shade of colour. Now I am finding it a bit difficult to distinguish between a region and another, but that might be me.

I like the ocean texture, but you could make it a bit more soft... and a bit darker could be good. I really dislike the surrounding area texture.

I agree about shades and font.

The title and mainly the flag could be a bit bigger, dont you think?

And how about remove the Belgium-Germany border?

And I realized Utrecht had many borders, but its less important than # of countries and borders. Like i said, you can start the game with one country, take the other in 1st turn, and have a neighbour country to fortify and people couldnt break it until you get the bonus... 3? Too high, surely.
