No, my question is that if you foe someone so that you won't have to put up with them potentially sandbagging some games, will you just have to deal with it when it comes to clan or tournament games?

Exactly what penalty would you suggest for violating those criteria?

Exactly what penalty would you suggest for violating those criteria?Section 1. Should any player participating in a game with a turn length of 24 hours both (a) take more than 16 hours to take their turn, and, (b) indicate in either game chat or the forums that they intend to take more time in the game in question than they actually require as part of some scheme, conspiracy, maneuver, device, scam, trick, or connivance designed to artificially slow the speed of the game so as to annoy, exhaust, irritate, incense, provoke, vex, or rankle the other participants thereof, then that player shall be guilty of sandbagging.
Section 2. Sandbagging shall be punishable by DEATH.
