Fog of War Spoils Intelligence

This is a suggestion to make a minor change to an optional rule.

The idea is to alter the Fog of War option to allow Spoils cards you own let you see troops in those territories while you hold them, as well as allow you to see the troops in your own territories and adjacent territories.

The reasoning behind this suggestion begins with the reasoning behind spoils cards. I figure that a player has extra power there because the people prefer that player, at least until he callously cashes in on that advantage. Having the goodwill of the people there should give the player reliable intelligence in those territories where he holds spoils, but not necessarily in territories adjacent to those spoils-represented regions.

I assume we already have spies in adjacent territories. Doesn't it seem reasonable to have a spy or 4 elsewhere as well?

Also to add to this, extend fog of war so that you can't see the color of troops in bordering regions. Whose stack of 4 is that on West Africa? No idea!
