Q on Asia Map

nobody in my game is answering me and this is my first time playing on the Asia board... so can anyone tell me

can you attack from Sinkiang to Tadzhik or Irkutsk?

Tadzhik and Irkutsk are parts of Russia that look like they're barely touching Sinkiang in China... and i really can't tell
