Are opps purposely missing turn?

hey all,
just look at game 114177 and let mw know if you think blue and yellow missed their last turns on purpose in order to get double armies on their next turn.

I know people do miss their turns intentionally, especially in no cards, even have a neutral feedback which admits to using the "stratergy".
