Of those OT denizens who haven't (to their knowledge) procreated.. who do you think shouldn't be allowed to procreate?
(I don't know about armati or the ram, I hope they haven't)

Does self-cloning count? Also do robot/cyborg doppelgangers? I'm kinda getting into an evil science evening class, and there's this whole ethics section of the test, but Prof. Satanicus just laughs whenever I ask what's going to be on it.

there was this strange son of a japanese millionnaire who created a kid farm in thailand. I don't even know if he fucked the thai girls or if they just got inseminated, but I heard about this story a year or two ago; his objective was to have as many kids as possible, I think he got into trouble. you should definitely go for it...

That gives me an idea for helping solve the ageing population crisis most developed economies are experiencing.
Set up a farm like this man did, artificially inseminate thousands of women*.
The thousands of babies are all legal citizens of your country, and therefore entitled to move there indefinitely.
Thousands of men do this = millions of new babies for the developed country.

Given the strength of the anti-immigration lobby in a lot of developed countries - which has driven many to enact tighter and tighter policies aimed at reducing inward migration, including quotes and caps on the numbers allowed in - enacting policies that will make it easier for migrants to move to ageing economies is a borderline impossible objective (in the near future, at least). What I'm proposing is a workaround.
