You mean for example, a french living in USA, if there is a surplus of USA members, the french can play from France ? ( also what if there isn't any surplus ? like I am french living in the Netherlands, doubt there will be too many dutch players, then ?)
But if you are an US citizen living in US and there is a surplus of member, can you still play for another country ?
Isn't it better to simply let everyone playing for the country they want ?

If there is a surplus of members for a country, how we decide who is going to represent this country ?

Would there be any problem if me and my friends decide we want to represent a country that isn't represented even if none of us is from this country ?

Told you before I think it is a bad idea, still think it is.
dice stats on how many turns ? what about previous bad dice from the other team that they wouldn't have posted ?
like we are round 10 maybe, you got a terrible turn to break a big bonus, thus probably losing the game.
But round 5,6,7 the other team had some serious dice fail, just they weren't trying to break a big bonus so they didn't post it.
You think you lost the game because of that bad turn, thus you post the stat on the 5 or 10 last roll, and then we ( all captains+TO) are going to argue about replaying the game ?

Also all team captains are going to review the game. If we're going to have 10 teams ( or more) that is going to be a mess, and some team captain might ask for a replay just to annoy the winning team.

I still don't think this rule is viable. Either no one will use it ( probably the case) and the event will work well. Or some people will argue about bad dice, and it is going to be a mess.

If it is going to be 6 games against one opponent, 6 games are enough to average the luck enough.
Please consider, this rule is really not necessary. Yes we all think CC dice suck from time to time, but this rule isn't the way to solve it. Best of 6 is the way and you are doing it so everything is fine.

Sorry to bring it up here, but not sure where else to take it. All feedback has to be useful to you though, as you need to formulate the ground rules. Just some ideas for your consideration:

1. Don't have qualifiers for countries with many representatives because a) it's time-consuming and b) it's unfair on those teams that get knocked out as they never had a chance to battle in the actual tourney. Either draw lots to choose the x number of representatives or simply let that country have x number of teams. To be crowned champions one still has to beat each team along the way so it really doesn't matter if I end-up facing Croatia or USA III, right? Plus it is more representative of CC and its members. Anyway, less work for you and more happier participants :D

2. Scrap the 'unfair dice' rule. This will become really contentious and cause a lot of arguments, believe me. Plus you are giving yourselves an incredible workload to check logs and calculate a fair decision. As Donelladan said, the dice even out over a large sample size so simply make the number of games played a larger number (and this also helps increase the team sizes so everyone gets to play). 3 x doubs, 3 x trips, 3 x quads requires 27 slots - perfect for teams of 14 (no-one can play more than two games). This will become a big tourney and you need to avoid time-consuming jobs such as dice checking. Just create more games - it's easier and ultimately fairer.

3. Create a reserve pool for those who didn't get into a team. There will be drop-outs so it will be useful to call on reserves.

4. Let players represent whichever country they want, not the country represented by their CC flag. You will get a much better cross-section for starters (Israel, Ukraine, Poland, Mexico, Puerto Rico, etc are a few examples of countries that could be represented by US-based players, which helps alleviate the glut of players mentioned in pt.1 above. No-one is going to represent Iceland and say "Yay, Iceland are CC World Champions" unless there is some link, however tenuous, to that country.

5. Keep it simple. There are those that read all the rules and follow them, then there are those who just ask questions rather than research for themselves. With so many participants you will be fielding a barrage of inane questions if you make the format too complex.

I've never run a tourney on CC (I really should) so you can take the above suggestions with a pinch of salt. I did write exam papers for a living though, so I'm really meticulous in my attention to detail and also the demands that are to be placed on the exam paper markers (yes, that's you).

I think you've devised a gem of a competition here and I'm just chipping ideas in so you can come up with the perfect format. Good luck :D
