What would be consider as a stack? How much troops? What is the minimum involved should do (forting troops one time only)?

I don't think I feel comfortable specifying a minimum - if, let's say, a stack of 12 on Los Angeles runs into an ambus at Flagstaff and only 2 or 3 make it to St. Louis, the team should still get credit for getting those 2 or 3 all the way across the map.
The minimum involvement is a forting of troops onto the stack or a deployment onto the stack.
