They only want to be reelected and people in authority have to make unpopular decisions at times because they actually have to run the country. This is a lot like the Miranda clause, anything you say or do can and will be used by your opponent to defeat you. Being in the minority you can in turn promise to do things you know you can't deliver and since you can't deliver it because you are in the minority, the base will forgive you. Being in the majority means you have to actually give your stupid, ignorant base something which in turn will be used to rally the opposition. Fundraising is likewise easier when you try to argue that the problem is with the evil majority on the other side.
