Alcatraz on the San Fran board

I have read some threads on Alcatraz on the SanFran board. Is it true that no attacks can be made FROM Alcatraz to another territory? So, the person who is given Alcatraz in the beginning of the game is stuck there until somebody takes it over? Can he fortify it with more armies?

I think yes, he can fort it, but not attack from there, but I've only played the map once.

Really posting to tell you that "Forum Games" is for games, like mafia, played in the forums, and not for games, played on actual maps, like the San Fran map. So this thread is getting moved soon.
