There is a small grammar mistake in the map legend. It should say "Roads and water are impassable." rather than "Roads and water is impassable."
Also "pays +1 for every 2" right below that in the legend sounds awkward. I'd just put "+1 for every 2" but that may just be a style opinion on my part ...

Reducing the number of trams slows GP and you have a nice spread of them. Giving one away sounds like a nice idea, the same could also be said for the winning condition. So 5 positions with a tram and sight is another way to have it. Lots of ways to reduce the neutrals, up to you flaps to find one ...

Living in Denmark I was naturally interested in this map, when I saw it announced on the front page. And when I looked it up, it looked pretty nice too & seemed to have some interesting twists to the game-play. I think, there is a problem though: Too many neutrals.

well, i know that bazillion of hours were already played on this map, while i am just in the middle of my first game on this map

I also think you should play around with some different fonts, The scroll almost screams for handwriting, personal I dont think the outer glow on the handwriting looks good, it kind of ruin the hole pergament old fashing look
like some old chinise dude spent 100 years doing that map

Il say you have a solid draft ready to move forward, only one minor thingy springs in my eye, some of the territory names are squeezed hard in, like Hallandale beach, I think you easaly can use font size like miami lakes, gives some air
