If you run a tournament then it is you who make the games
If you wish participants to make the games then I'm not sure it goes under tournaments (I'm sure a Tournament Director will answer more specifically).
Also, if you do decide to run it as a tournament then IMO you've picked the most awful settings. Freestyle and Unlimited is a terrible choice because there's at least 95% that the player joining second will win. If I could suggest then best settings for 1v1 is Chained/Adjacent (Chained is more common) and No Cards/Escalating (though Flat Rate is also very common then I don't think it is a smart card choice).
If you make any changes then don't hesitate to let me know.
Otherwise good luck with your tourney!

Okie-dokie...um, the idea of running a tournament is for the Host to make the games and passwords. This makes it sooo much easier on the participants. Also, this is why Tournament Priveleges are handed out once the tournament is full and meets the requirements.
Not sure why you are requesting the people make their own games and passwords. That's like going to a restaurant and being ordered by the maitre'd to make your own dinner.
Or, perhaps I'm missing something.

Hmm, I think he knows that, he has successfully run 2 tournaments...you gave him the medals Steelhorse
But for the idea he has would you agree that it can go in the "Callouts" forum? Then it's more of a casual situation of people joining a league type of thing. But I'd trim the list of countries down a bit to increase the likelihood of participation. Then people who join as a country can decide to challenge someone else they see on the list. And they'd issue this challenge in the thread. Good idea? Good luck w/ this
Sincerely,
ptp

Thanks for your insight poptart. I am indeed aware that he has a run a couple tournaments in the past and that I awarded him medals. But, that doesn't really have anything to do with this tourney.
If he would like to move this to "Callouts," to gauge interest in running a tourney where people create their own games, or to treat it as more of a league, that's cool.
