I think it would be rather expensive to build walls and checkpoints around all the cities to ensure no one was going from a rural area into an urban area with a firearm.

Well, according to what I found from Bing-Dot-Com there are 35 wild bears in France. There are 340,000 wild bears in the USA. That's one bear for every 800 people!
And it's illegal to hunt bears in the USA, generally. But you're allowed to defend yourself if one tries to mate with you.
